Panel Abstract
Discussion to focus on civil-military implications of Russia's substantial Arctic interests. We will center the discussion on the implications of Russia's two-year chair of the Arctic Council, as well as the Arctic Coast Guard Forum. While both organizations are collaborative in nature, USG and partners can benefit from understanding potential benefits and pitfalls of Russia's leadership. Panelists and participants will discuss Russia's economic and security interests in the region, implications for USG and US Allies, and growing Russo-Chinese cooperation in the Arctic.

Marlene Laruelle, Ph.D.
Title: Director Affiliation: Institute for European, Russian and Eurasian Studies (IERES), George Washington University
Marlene Laruelle is Research Professor of International Affairs and Director of the Institute for European, Russian and Eurasian Studies (IERES) at the Elliott School of International Affairs, George Washington University. Her research focuses on Russia’s ideological landscape, outreach and soft power, relations to Central Asia, and policy in the Arctic.
She is the author of Russia’s Strategies in the Arctic and the Future of the Far North (M.E. Sharpe, 2013) and Russia's Arctic Policy: A Power Strategy and Its Limits (Russie.Nei.Visions, No. 117, Ifri, March 2020).
Mathieu Boulegue
Title: Research Fellow Affiliation: Russia and Eurasia Programme, Chatham House
Mathieu Boulegue is a Research Fellow at the Russia and Eurasia Programme at Chatham House. His research focuses on Eurasian security and defense issues, as well as Russia’s foreign policy. He graduated from Sciences Po Toulouse in France and King’s College London (M.A. International Conflict Studies).
Professor Katarzyna Zysk, Ph.D.
Title: Deputy Director & Head of Centre for Security Policy Affiliation: Norwegian Institute for Defence Studies (IFS), Norwegian Defence University College
Katarzyna Zysk is a Professor of International Relations and Contemporary History at the Norwegian Institute for Defence Studies (IFS). Her research focuses on Russian military strategy, defense innovation, geopolitics, and maritime security in the Arctic.
Her published research has appeared in SAIS Review of International Affairs, Bulletin of the Atomic Scientists, Journal of Strategic Studies, and others.
Heather Conley
Title: Senior Vice President for Europe, Eurasia, and the Arctic Affiliation: Center for Strategic and International Studies (CSIS)
Heather A. Conley is senior vice president for Europe, Eurasia, and the Arctic and director of the Europe, Russia, and Eurasia Program at CSIS. She has extensive experience in U.S. foreign policy, including serving as deputy assistant secretary of state in the Bureau of European and Eurasian Affairs.
Ms. Conley is frequently featured as a foreign policy analyst on CNN, MSNBC, BBC, NPR, and PBS.
