RSI will be joined by Dr. Oriana Skylar Mastro to discuss her most recent RSI-sponsored research, The Evolution of Sino-Russian Military Relations (1949-2023). The discussion will explore the nature and degree of China-Russia military alignment over time, as well as the balance of power between the two countries and the impact on peace, stability, and the liberal international order.

Dr. Oriana Skylar Mastro

Oriana Skylar Mastro

Title: Center Fellow Affiliation: Freeman Spogli Institute for International Studies, Stanford University

Oriana Skylar Mastro is a Center Fellow at the Freeman Spogli Institute for International Studies and Courtesy Assistant Professor of Political Science at Stanford University, where her research focuses on Chinese military and security policy, Asia-Pacific security issues, war termination, and coercive diplomacy.

She is also a nonresident scholar at the Carnegie Endowment for International Peace. She was previously an assistant professor of security studies at Georgetown University and continues to serve in the United States Air Force Reserve at the Pentagon. For her contributions to U.S. strategy in Asia, she won the Individual Reservist of the Year Award in 2016 and 2022 (FGO).

Her most recent book, Upstart: How China Became a Great Power (Oxford University Press, 2024), evaluates China’s approach to competition. Her book, The Costs of Conversation: Obstacles to Peace Talks in Wartime (Cornell University Press, 2019), won the 2020 American Political Science Association International Security Section Best Book by an Untenured Faculty Member.

Dr. Thomas J. Christensen

Title: James T. Shotwell Professor of International Relations Affiliation: Columbia University

Thomas J. Christensen is Professor of Public and International Affairs and Director of the China and the World Program at Columbia University. His research and teaching focus on China’s foreign relations, the international relations of East Asia, and international security.

His most recent book, Lost in the Cold War: The Story of Jack Downey, America’s Longest-Held POW (Columbia Univ. Press, 2022), and his earlier book, The China Challenge: Shaping the Choices of a Rising Power (W.W. Norton), have received critical acclaim.

Dr. Matthew Kroenig

Title: Senior Fellow Affiliation: Brent Scowcroft Center on International Security, The Atlantic Council

Matthew Kroenig is a Professor in the Department of Government and the Edmund A. Walsh School of Foreign Service at Georgetown University and a Senior Fellow in the Brent Scowcroft Center on International Security at The Atlantic Council. His research focuses on great power rivalry, nuclear strategy, and international security.

Eugene Rumer is a senior fellow and director of the Russia and Eurasia Program at the Carnegie Endowment for International Peace. He has held research appointments at the National Defense University, the International Institute for Strategic Studies, and the RAND Corporation, and has served on the National Security Council staff and at the State Department.
