Overview

In light of the global COVID-19 pandemic, RSI hosted a virtual panel to gain insights into how Putin's Russia is dealing with the impacts of the pandemic on governance, the economy, and global objectives.

The panel featured leading experts from Carnegie Endowment for International Peace, The Foreign Policy Research Institute, and RAND Corporation, focusing on domestic and international impacts of the pandemic on Russia.

Format

The panel contained two sessions, each an hour long. Panel members presented for 10-15 minutes on their focus areas, followed by 15 minutes of Q&A.

Biographies

Marta Kepe

RAND Profile Marta Kepe is a defense analyst at the RAND Corporation and a nonresident senior fellow at the Atlantic Council’s Scowcroft Center for Strategy and Security. She specializes in defense policy, military logistics, NATO and EU cooperation, and defense industry technology. She holds an M.A. in security studies from Georgetown University.

Dara Massicot

RAND Profile Dara Massicot is a policy researcher at the RAND Corporation, focusing on Russian security issues, military modernization, and strategic stability. She previously served as a senior analyst for Russian military capabilities at the Department of Defense. She holds an M.A. in national security and strategic studies from the U.S. Naval War College.

Chris Miller

FPRI Profile Chris Miller is the Director of the Foreign Policy Research Institute’s Eurasia Program and an Assistant Professor at Tufts University. He specializes in Russian politics, foreign policy, and economics. He is the author of Putinomics: Power and Money in Resurgent Russia and The Struggle to Save the Soviet Economy. He holds a Ph.D. from Yale University.

Eugene Rumer

Carnegie Profile Eugene Rumer is a senior fellow and director of Carnegie’s Russia and Eurasia Program. He previously served as the national intelligence officer for Russia and Eurasia at the U.S. National Intelligence Council. He holds a Ph.D. from MIT and has held research appointments at RAND, NDU, and IISS.

Andrew Weiss

Carnegie Profile Andrew Weiss is the James Family Chair and vice president for studies at the Carnegie Endowment for International Peace. He previously served as director of RAND’s Center for Russia and Eurasia and held policy roles in the State Department and National Security Council. He holds an M.I.A. and BA from Columbia University.
