RSI sponsored research is aimed at filling DoD knowledge gaps concerning the Russia Problem Set. The RSI-Russia Strategic Initiative (RSI) staff at HQ USEUCOM sponsors classified and unclassified research by academic institutions and Federally Funded Research and Development Centers (FFRDCs) in support of RSI's effort to build a common understanding of Russian strategic decision-making, way of war, and critical vulnerabilities across the DoD. RSI's research program is intended to complement the Intelligence Community's National Intelligence Priority Framework (NIPF) and drive DoD-wide research and analysis on the Russian Problem Set in accordance with the National Defense Strategy (NDS) and Global Campaign Plan Russia (GCP-R).
RSI's research identifies priority knowledge areas (related to DoD knowledge gaps), which are further organized into subordinate research topics/questions. Each knowledge area, including subordinate research topics and questions, are reviewed, prioritized, and approved for funding by the RSI Director semi-annually at the RSI Directors Committee (RDC). The RSI Director may authorize ad hoc adjustments to the research topics and prioritization to reflect changes in world events and policy priorities.
