Abstract
A consensus has emerged in the Russian General Staff that the utility of non-military means is increasing in relation to military means.
This research analyzed how this shift affects the role of the military instrument according to the General Staff and its role in grand strategy today. It also examined the influence of the General Staff on grand strategy and political leadership.
Dr. Oscar Jonsson presented his latest ongoing research on the influence of the Russian General Staff. He was joined by Michael Kofman and Charles Bartles as discussants to provide commentary and critique.

Oscar Jonsson
Title: Academic Director Affiliation: Center for the Governance of Change
Dr. Oscar Jonsson specializes in the impact of emerging technologies on modern statecraft and conflict, particularly Russian modern warfare. He is the author of The Russian Understanding of War (Georgetown University Press), which was a finalist for the Association of American Publisher’s award for scholarly and professional excellence in social sciences (2020). He holds a PhD from King’s College London.
Michael Kofman
Title: Senior Research Scientist Affiliation: CNA
Michael Kofman focuses on Russian armed forces, military thought, capabilities, and strategy. He is a Senior Editor at War on the Rocks and runs a blog on Russian armed forces at Russian Military Analysis. He holds an MA in International Security from Georgetown University.
Charles Bartles
Title: Analyst and Russian Linguist Affiliation: Foreign Military Studies Office
Charles Bartles specializes in Russian and Central Asian military force structure, tactics, modernization, and Soviet/Russian military mapping. He is the co-author of The Russian Way of War: Force Structure, Tactics, and the Modernization of the Russian Ground Forces (2017).
