Discussion to focus on civil-military implications of Russia's substantial Arctic interests. We will center the discussion on the implications of Russia's two-year chair of the Arctic Council, as well as the Arctic Coast Guard Forum. While both organizations are collaborative in nature, USG and partners can benefit from understanding potential benefits and pitfalls of Russia's leadership. Panelists and participants will discuss Russia's economic and security interests in the region, implications for USG and US Allies, and growing Russo-Chinese cooperation in the Arctic.

Marlene Laruelle is Research Professor of International Affairs and Director of the Institute for European, Russian and Eurasian Studies (IERES) at the Elliott School of International Affairs, George Washington University. Her research focuses on Russia’s ideological landscape, outreach and soft power, relations to Central Asia, and policy in the Arctic. 

She is the author of ''Russia’s Strategies in the Arctic and the Future of the Far North'' (M.E. Sharpe, 2013) and ''Russia's Arctic Policy: A Power Strategy and Its Limits'' (Russie.Nei.Visions, No. 117, Ifri, March 2020).

Katarzyna Zysk is a Professor of International Relations and Contemporary History at the Norwegian Institute for Defence Studies (IFS). Her research focuses on Russian military strategy, defense innovation, geopolitics, and maritime security in the Arctic. 

Her published research has appeared in ''SAIS Review of International Affairs,'' ''Bulletin of the Atomic Scientists,'' ''Journal of Strategic Studies,'' and others.
